The IBF will release a statement on the Ameen affair today or tomorrow. It is understood that the governing body had declined to make a statement over the past 72 hours because it wanted to keep details secret until the appeals hearing. That changed when Richard Schaefer, chief executive of Khan’s promoters Golden Boy, revealed Ameen’s identity on Saturday.

Meanwhile, Roach is claiming that the fight should be declared a no-contest because of the possible interference.

“The rules are that no one but officials are at ringside. It should be no-contest or a mandated rematch,” Roach said.

Schaefer claimed that the WBA had offered Khan a rematch. The promoter urged the IBF to follow suit.

The world-title fight was the first in Washington DC in more than a decade. Schaefer told Telegraph Sport: “Do you think this would have happened in Las Vegas or Los Angeles? Of course not. They are used to dealing with these things.

The commission there would have identified the individual and got him out of there. The commissions who operate there would not have stood for this kind of breach.”

John Williamson, the British Boxing Board official who was ringside in Washington, said: “I was sitting around from the supervisor’s table just behind Khan’s corner. I was never introduced to 'the man in the hat’.

“I scored the fight by a round to Khan, but I find it very hard to believe he [Ameen] would have been able to influence the scores. What I would say is that it took a long time for the scorecards to get out. The score on the master scorecard was double checked.”
